PCR Resin and the Limits a Recycling Line Must Hit

What post-consumer resin asks a line to do differently, from the contamination limits that decide whether output qualifies to the batch records an auditor examines.

Quick answer: PCR resin is priced on what you can document, not only on what you can measure. Two chemically identical loads are worth different amounts if only one arrives with a traceable chain of custody back to the collection stream. Most rejections come from missing records rather than from the polymer, and records cannot be reconstructed afterwards — build them into the line before the first batch runs.

PCR resin is post-consumer recycled resin: plastic made from material that reached an end user, was discarded, and was then collected, sorted, washed and reprocessed into usable resin. The “post-consumer” part is not a description of quality. It is a statement about where the material came from, and that origin is exactly what regulation and brand contracts are written around.

That is why PCR behaves unlike every other product a recycling plant sells. Flake and regrind are priced on what they are — polymer, colour, moisture, contamination. PCR is priced on what you can prove about where it came from, and then rejected on what you failed to remove. Two identical loads of pellets, chemically indistinguishable, are worth different amounts if only one arrives with a documented chain of custody. What PCR Resin Means, and What It Is Not

Three terms get used loosely and the difference between them is the whole basis of the market.

Post-consumer recycled (PCR) material has been through the hands of an end user. Bottles from kerbside collection, drums returned from a site, film recovered from retail back-of-store. It is the harder material to process and the more valuable one to sell, because it is the only category that counts towards recycled-content obligations.

Post-industrial recycled (PIR), sometimes called pre-consumer, is factory scrap: runners, trim, rejects, purgings. It is cleaner, more predictable and cheaper to process. It is also, under most recycled-content rules, worth nothing towards the target — the reasoning being that factory scrap was already being recovered internally, so diverting it into a product diverts nothing from waste. A plant that quotes a high recycled-content figure achieved with PIR is answering a different question from the one its customer’s compliance team is asking.

Regrind describes a physical form rather than an origin: material ground into flake and not melt-filtered. Regrind can be post-consumer or post-industrial, and the two questions are independent. The differences that matter commercially are set out in plastic regrind and how buyers judge its value.

One further distinction decides which of your customers can use your material at all. PCR bound for general applications needs documentation of origin. PCR bound for food contact needs the recycling process to have been assessed by a regulator. In the United States that is a favourable opinion from the FDA under its recycled plastics in food packaging programme; in Europe it is an evaluation by EFSA under the food contact materials framework. No amount of washing substitutes for that assessment.

Who Is Asking You to Prove It, and What They Ask For

Demand for PCR was not created by a single law. It arrived in three overlapping waves, and the wave a given buyer is responding to changes what they will ask you for.

Brand commitments came first and are voluntary. Large consumer goods and beverage companies published recycled-content targets in their own reporting ahead of any requirement to do so. These are enforced through purchasing rather than penalties, which makes them contractual, negotiable and pilotable — for a plant building its first documented supply chain, a brand customer is usually the realistic first step rather than a regulated market.

US state law came second. Individual states have legislated minimum recycled content for defined packaging categories, California and Washington among them. There is no federal recycled-content mandate, so the obligation follows your customer’s sales map rather than a border. This is the most administratively awkward of the three, because a converter selling into several states may carry several different reporting duties for the same product.

The European Union moved third and moved widest, shifting packaging rules from a directive transposed differently by each member state towards a regulation applying across the single market. The practical effect is that recycled content becomes a condition of market access rather than a national variation. The Commission maintains the current position on its packaging and packaging waste pages.

A caution that matters more than any figure this article could give you: the specific percentages, the categories they apply to and the compliance dates in all three waves have been amended, phased and re-scoped repeatedly, and they continue to be. Any supplier — including this one — quoting you a percentage and a date on a web page is quoting a snapshot. Before you commit to a customer, read the current text of the instrument that applies to their market, or have their compliance function tell you in writing what they need.

What is durable is the shape of the obligation, and on that axis the three converge:

Every column ends in the same place: someone needs to show a third party where the input came from. A plant that produces excellent pellets from undocumented mixed feedstock is well positioned for the commodity market and poorly positioned for this one.

The Contamination Limits That Decide Whether Your Output Qualifies

Documentation gets you considered. Contamination is what gets you rejected, and this is the part that is a machine problem rather than a paperwork one.

For PET destined for food contact, two thresholds do most of the work. Total foreign matter has to sit under roughly 200 ppm, and PVC specifically under about 100 ppm. Those are small numbers in a physical sense — 100 ppm is a hundred grams in a tonne — and the second one is much harder to hit than the first, for a reason that is worth understanding before you buy equipment.

Sink-float separation cannot remove PVC from PET. The tank works on density and nothing else, and it works extremely well for the common contaminants: polypropylene caps at 0.90–0.91 g/cm³ and polyethylene label film at 0.92–0.96 float, while PET at 1.38–1.40 sinks. But PVC sits at 1.30–1.45. It overlaps PET. The one stage that removes almost everything else is blind to the one contaminant that does the most damage.

That single fact determines the front end of a PCR-grade line. PVC has to come out before the crusher, while it is still a whole bottle that a person or an optical sorter can identify, because after crushing it is flake of the same size and the same density as the product and it is unremovable. A sorting belt with a genuine pick station and a metal detector is not a refinement on a PCR line; it is the stage the specification depends on.

Why PVC matters so much out of proportion to its quantity: it releases hydrogen chloride when heated to PET processing temperatures, which degrades the melt and discolours the batch. A contaminant present at a hundredth of a percent damages the whole extrusion run.

The other limits are conventional but non-negotiable. Residual moisture has to be controlled because water in PET causes hydrolysis during extrusion, permanently shortening the polymer chains: a centrifugal dryer at around 1,500 rpm brings flake to 0.5–2%, and a hot-air stage takes it below 1%. Labels and adhesive come off in two places — dry removal before crushing strips 80–90% of them while they are still whole objects, and hot washing at 85–95 °C with 1–3% alkali releases the hot-melt glue that dry removal leaves behind. Flake size for PET runs 12–20 mm, which is what the wash stages are designed around rather than a preference.

What a PCR-Grade Line Has That a Regrind Line Does Not

Serving PCR demand is not a different process. It is the same process with four things added, and only one of them is paperwork.

A real sorting stage before size reduction. Covered above, and it is the difference that most affects the machine list. A regrind line can put material straight into a crusher because it already knows what the material is. A PCR line cannot.

Physical segregation of post-consumer from post-industrial feedstock, from the moment it arrives. Two yards and two shredder feeds, not one of each. Mixing them does not produce an average — it destroys the claim on both, because you can no longer evidence that any given output was post-consumer.

Drying to a stated specification rather than to “dry enough”. A buyer with a compliance position asks for a number, which means a centrifugal dryer whose output you actually measure. The equipment is the same as any plastic recycling washing line carries; what changes is that the figure gets recorded per batch instead of assumed.

A pelletizing stage, for a reason that is administrative as much as technical. A controlled melt through a pelletizing line gives a batch with defined boundaries: this quantity, from this input, through a 40–120 mesh melt filter, on this date. Flake sold loose from a yard is much harder to bound, and an unbounded batch is difficult to put through a mass balance. For rigid streams that means an SJ pelletizing line for rigid plastics; for bottle streams the front end is a bottle-to-flake washing line before extrusion. Batch Traceability — The Paperwork Side Nobody Quotes For

This is the part most plants have to build from nothing, it appears on no equipment quotation, and it is the part an auditor actually examines.

The record has to start at the gate, not at the extruder. If you cannot evidence that a bale was post-consumer material, nothing downstream recovers that claim — no machine adds provenance. In practice that means supplier agreements identifying the source, delivery records tied to individual bales or loads, and an input log that a stranger could follow.

From there each batch needs five fields closed out: input source, input quantity, processing date, output quantity, and destination. Those five are what a mass balance is computed from, and a mass balance that does not close is the fastest way to fail an audit — not because anyone assumes fraud, but because it means the records are not describing what the plant actually did.

Two habits make the difference between records that survive an audit and records that do not. Retain a physical sample against every batch, so that a disputed shipment can be tested rather than argued about. And write the yield loss down honestly. A plant whose records show 100% conversion has records nobody believes; a plant that documents its reject rate looks like a plant that is measuring itself.

The commercial reason to do any of this is that it changes who you can sell to. How Recycled Content Is Verified

Nobody can measure post-consumer content in a finished pellet. There is no laboratory test that distinguishes a polymer chain that was once a bottle from one that was never used. Verification is therefore entirely a matter of accounting and audit, which is why the documentation burden falls where it does.

No lab test exists for post-consumer content, so the evidence is the product. These three steps are what a certificate is built on.

It rests on three things. Chain of custody follows the material through every party that handled it, from the collector to the converter, with each link evidenced. Mass balance reconciles what came in against what went out over a defined period, so that more recycled content cannot be claimed than was received. Third-party audit puts an independent certifier through the records and the site, and issues the certificate the customer actually wants to see.

The food-contact route works the same way, and the FDA’s own programme makes the logic unusually explicit. What FDA reviews is the recycling process — a description of the process, the source of the PCR plastic, the source controls in place, and test results showing the process removes incidental contaminants. What it issues is a no-objection letter attached to that process. Its public database of favourable opinions currently lists several hundred such submissions, and the agency states that a sublicensee running the same process under the same conditions does not need a new letter of their own. The approval travels with the process, not with the company and not with the shipment.

Two consequences follow for a plant. The work is front-loaded and then maintained, rather than repeated per order. And an unverified claim is worse than no claim: a customer who has built their own compliance position on your statement and then cannot evidence it has a problem that will become your problem.
