Why Indonesia Is Building Recycling Capacity Now
The demand is policy-driven, and the policy is specific enough to be worth reading rather than paraphrasing. Under Presidential Regulation No. 83 of 2018 on Marine Debris Management, the Government of Indonesia adopted a National Action Plan running from 2018 to 2025 with a headline commitment to reduce marine plastic debris by 70%.
What makes it consequential for equipment buyers is the machinery behind it rather than the headline. UNEP’s Plastic Pollution Policy Country Profile for Indonesia records that the regulation involves 18 ministries alongside local governments, private sector and NGOs, with a planned budget in the order of USD 1 billion, and that the plan is tied to urban collection targets on land rather than to coastal clean-up alone. The same profile reports progress of 15.3% against the target as at the 2021 national reporting round.
Two things follow from that for anyone sizing a plant. First, the target is attached to land-side collection, which is where feedstock for a recycling line actually comes from. Second, a gap of that size between commitment and reported progress is, in processing terms, unbuilt capacity. That is the market a line installed now is being sold into.
We are not going to put a market-size number on it. We do not have one we can source, and an invented figure would be worth less than none.
What the Policy Picture Means at Plant Level
A collection-driven waste stream behaves differently from a factory-scrap stream, and the difference lands squarely on the front end of the line. Material arrives mixed in polymer, mixed in form, and carrying field contamination rather than clean production offcuts.
In practice the incoming material sorts into three routes that do not share equipment:

Where the three streams get combined into one line, the usual result is a plant that runs all three badly. Sorting the material question before the equipment question is the single most useful thing a buyer can do before the show. There is a second decision that costs more to get wrong: whether to stop at washed flake or go through to pellet. Pelletizing is the most energy-intensive stage in the plant. If there is a local compounder or moulder buying clean flake, stopping short of the extruder removes that load entirely. If there is not, the flake has nowhere to go and the pelletizer is not optional. This is a question about the local buyer network, not about the equipment, and it is worth answering before specifying anything.
